The Decision of the People's Bank of China to Cancel the Bank Account Licensing of Enterprises has been approved and adopted at the 2nd governor's executive meeting of the People's Bank of China (“PBC”) on January 25, 2019, is hereby issued, and shall come into force on the date of promulgation.

Decision of the People's Bank of China to Cancel the Bank Account Licensing of Enterprises
For the purpose of implementing the decision made at the executive meeting of the State Council on December 24, 2018, it is hereby decided by the People’s Bank of China (“PBC”) that:
I. Beginning on February 25, 2019, the bank account licensing of enterprises shall be canceled in groups nationwide, and be completely canceled by the end of 2019. At the same time, the management of enterprises' bank accounts shall be enhanced, and interim and ex post supervision shall be comprehensively strengthened.
The first group of areas where the bank account licensing of enterprises is canceled includes Jiangsu province and Zhejiang province. The second and the following groups shall be determined according to the preparatory work of provinces (autonomous regions and municipalities).
II. Where enterprise legal persons, non-legal person enterprises, and individual industrial and commercial households legally established within the territory of the People's Republic of China handle basic deposit accounts and temporary deposit accounts at banking financial institutions in the areas where the bank account licensing of enterprises is canceled, the approval system shall be replaced with the filing system, and the provisions of Articles 6 , 29 , 31 , and 38 and the provisions involving the approval of bank accounts and the account opening permits (account opening registration certificates) of Articles 18 , 19 , 21 , 23 , 28 , 32 , 36 , 54 , 55 and 63 of the Measures for the Administration of RMB Bank Settlement Accounts (Order No. 5 [2003], PBC) shall no longer apply.
