On December 8, 2025, the International Monetary Fund (IMF) Shanghai Center officially opened. The IMF Managing Director Kristalina Georgieva, the People’s Bank of China Governor Pan Gongsheng, and the Shanghai Mayor Gong Zheng attended the opening ceremony. The People’s Bank of China Deputy Governor Xuan Changneng participated in the event.
The Shanghai Center is one of the regional centers established by the IMF. It aims to enhance exchange and cooperation between the IMF and economies in the Asia-Pacific region, conduct research in areas of concern to emerging markets and middle-income countries, provide targeted capacity-building support for economies in the region, and safeguard global and regional financial stability.
Pan Gongsheng noted that President Xi Jinping proposed the Global Governance Initiative this September, calling for solidarity, practice of multilateralism, emphasis on concrete actions, and a more just and equitable global governance system. The opening of the Shanghai Center fully demonstrates the steadfast commitment of both China and the IMF to advocating win-win cooperation. It holds great significance for deepening collaboration between the IMF and China, enhancing macroeconomic policy exchanges and coordination among Asia-Pacific countries, and safeguarding global and regional financial stability while improving global financial governance. The People’s Bank of China will continue to work closely with the Shanghai municipal government and the IMF to fully support the operation and development of the Shanghai Center.
Kristalina Georgieva congratulated the Shanghai Center on its official opening, stating that it will serve as a key hub to advance policy research for emerging markets and middle-income countries, and to deepen dialogue and exchanges between the IMF and regional member countries, institutions, and other stakeholders.
Gong Zheng extended congratulations on the opening of the Shanghai Center and expressed his anticipation that the center will contribute to the development of Shanghai as an international financial center by providing policy research, capacity building, and facilitating collaborative exchanges. He also looked forward to the center playing a greater role in advancing the high-level financial opening-up of Shanghai. Shanghai will continue to create favorable conditions and provide support to ensure the efficient operation of the IMF Shanghai Center.
